To enforce the PRC Personal Information Protection Law (PIPL), the Cyberspace Administration of China (CAC) released the final version of the Standard Contract Clauses for Cross-Border Transfer of Personal Information (the SCC) and the Measures for the SCC (the Measures) in late February. The long-awaited regulation will come into effect from 1 June 2023. SCCs, along with CAC-led security assessment and certification by licensed professional institutions, indicate a full establishment of PIPL implementation. Meanwhile, it has required stricter requirements for HR management of cross-border personal data transfer.
