On January 27, 2017, Shanghai Government announced the revised Provisions of Shanghai Municipality on Encouraging Multinational Corporations to Establish Regional Headquarters. The revised provisions are an extension of the regional headquarter policy launched in 2011 and will be effective on February 1, 2017. It has introduced some new measures which will further facilitate capital management, exit & entry procedures, talent introduction and custom clearance. It also allows district government to have flexibility on providing more facilitation for the first time. Shanghai Commission of Commerce Deputy Director of Foreign Investment Chen Hao will present an overview of the new policy and answer questions. The briefing will take place on March 13, from 13:30 to 15:30 at AmCham Shanghai’s conference center.

2017年1月27日，上海市人民政府发布了修订后的《上海市鼓励跨国公司设立地区总部的规定》。新规延续和优化了2011年出台的跨国公司地区总部鼓励政策，并于2月1日起施行。新规在资金管理、出入境手续、人才引进、通关等方面进一步提供了便利。本规定还首次加入“区政府支持”条款，鼓励各区政府因地制宜营造不断完善适合总部经济发展的营商环境。上海美国商会将于3月13日下午举办专场政策宣讲会。上海市商务委员会外国投资管理处副处长陈昊将为企业解读新政，并接受现场提问。
