Nancy Leou is the Political and Economic Chief at the U.S. Consulate General in Shanghai. Prior to this position, Ms. Leou was Director for China and Asian Economic Affairs at the White House National Security Council. As a career Foreign Service Officer, Ms. Leou has worked in the U.S. Embassy in Beijing and the U.S. Consulates in Hong Kong and Ho Chi Minh City. At the State Department in Washington, DC, she was Republic of Korea Unit Chief in the Office of Korean Affairs and Special Assistant to the Under Secretary for Political Affairs. In 2012, Ms. Leou completed the State Department’s graduate-level economic training program and participated in a three-month corporate practicum with Caterpillar. Ms. Leou holds an M.A. (International Relations) from Georgetown University and a B.A. (History and Asian Studies) from UC Berkeley.

Sean has served at the U.S. Consulate General Shanghai since July, 2015. Prior to arriving in Shanghai, Sean served as the RSO at U.S. Embassy Tripoli. Previous overseas assignments include U.S. Embassy Baghdad, U.S. Embassy Asmara, and U.S. Embassy N’djamena with regional responsibilities for the Central African Republic. Domestically, Sean has served at the Diplomatic Training Center as the Chief of the Overseas Training Branch and the Chief of the Special Skills Branch in addition to serving on the Secretary of State Protective Detail and at the Diplomatic Security’s New York Field Office. Prior to joining the Department of State, he served as a Border Patrol Agent and in the United States Marine Corps. Sean has an MA in International Policy Studies from the Monterey Institute of International Studies and a BA in Political Science from the University of California, San Diego.

Cameron has served as the Principal Commercial Officer for the U.S. Department of Commerce’s Foreign Commercial Service in Shanghai, China since January 2015. Between July 2011 and December 2014, Mr. Werker served as the Senior Commercial Officer at the U.S. Embassy in Bogota, Colombia. While there, he had regional responsibility for the Commercial Service offices in Panama and Peru while also administering the Partner Post agreement in Quito, Ecuador. Prior to Colombia, Mr. Werker served as the Regional Senior Commercial Officer for three years in the U.S. Commercial Service office in Belgrade, Serbia with regional responsibilities for both Serbia and Montenegro. His tour of duty in Belgrade ended August 2010. Prior to Serbia, Mr. Werker served as a Commercial Officer at the U.S. Embassy in Beijing, China for 4 years covering the ICT Sector. Mr. Werker joined the Commercial Service in 1999. His first assignment was to the U.S. Export Assistance Center in Boston, MA. While there, he assisted U.S. companies with all matters relating to exporting their products. He served as a board member of the New England Environmental Business Council, as well as a regional team leader for the Commercial Service’s Rural Export Team.
