In January 2017, China’s Ministry of Industry and Information Technology published guidelines that aim for China’s stable supply of advanced basic materials by 2020, while making technological breakthroughs in frontier materials, such as silicon and namometer products. The new policy of developing advanced materials also supports the concept of a ‘Circular Economy’ that was announced during the 18th Congress, which seeks to promote greater resource productivity and reduction of waste and pollution.
With more than 300,000 tons of natural crystal (ๅคฉ็ถๆฐดๆถ) and 300 million tons of quartz (็ณ่ฑ) reserves, as well as convenient water transportation and an abundance of land resources, Donghai, Lianyungang, Jiangsu Province, developed the National Torch Program (ๅฝๅฎถ็ซ็ฌ่ฎกๅ) that focuses on the advanced materials industry especially the manufacturing of silicon products. In addition to domestic and international material manufacturers like China National Materials Group (ไธญๆ้ๅข), JA Solar (ๆถๆพณๅคช้ณ่ฝ), CPH Switzerland and Quartz Pacific (ๅคชๅนณๆด็ณ่ฑ), the favorable policies towards a circular economy of Donghai County also attracts well-known companies such as Bosch (ๅไธ), GKN (ๅๅฏๆฉ) and Philips (้ฃๅฉๆตฆ).
