Since the pilot of enterprise self-regulatory management in 2014, China Customs has actively explored the establishment of a voluntary disclosure system adapted to China's national conditions, aiming to implement the management concept of "honesty and convenience, punishment for dishonesty" for enterprises at the legal level. To achieve this, the General Administration of Customs issued Announcement No. 161 in 2019 and Announcement No. 54 in 2022, respectively, to gradually clarify the requirements and provisions of the Customs for the voluntary disclosure of enterprises. Recently, with the General Administration of Customs issued 2023 Announcement No. 127 - "Announcement on Relevant Matters Concerning the Handling of Voluntary Disclosure of Violations" (hereinafter referred to as "Announcement No. 127"), the voluntary disclosure rules usher in new changes. One year after the release of Announcement No. 54, the General Administration of Customs again issued new regulations on voluntary disclosure, an essential measure for the Customs to promote the stability of foreign trade and establish and improve the voluntary disclosure system. This event will share insights and analyze the impact on the entities.

自2014年开展企业自律管理试点以来,中国海关积极探索建立适应中国国情的主动披露制度体系,旨在法制层面落实对于企业"诚信便利、失信惩戒"的管理理念。为此,海关总署曾分别出台2019年第161号公告和2022年第54号公告,逐步明确海关对于企业主动披露的要求和规定。近日,随着海关总署发布2023年第127号公告 ——《关于处理主动披露违规行为有关事项的公告》(以下简称"127号公告"),违规行为的主动披露规则将再次迎来新变化。距离54号公告发布一年之余,海关总署再次出台主动披露新规,是海关致力促进外贸保稳提质,建立完善主动披露制度的重要举措。本次活动将分享新规的变化以及对企业的影响。
