One of the Shanghai government's key development goals is to build a science and technology innovation center with global influence. To further this goal, it released the "25 Measures of Science and Technology Reform​​" in March 2019 to provide a framework for how Shanghai reduce administrative bottlenecks and encourage innovation. Since then it has released a series of implementing regulations and policies that can benefit American technology companies including a regulation​​ on pushing forward the construction of Shanghai into an innovation hub in January 2020. The regulation will take effect from May 1.

建设具有全球影响力的科技创新中心是上海市政府的重要发展目标之一。为了实现这一目标，上海市政府于2019年3月发布了《关于进一步深化科技体制机制改革增强科技创新中心策源能力的意见​》（即上海科改"25条"），为破解瓶颈并鼓励创新提供了制度框架，之后也发布了一系列有利于外资科技公司的科技创新政策法规。2020年1月，《上海市推进科技创新中心建设条例​》也正式通过，并于5月1日起生效。

To provide members with more information on Shanghai's science and technology innovation policy, AmCham Shanghai has invited Mr. Hao Fang, Chief, Division of Policy, Regulation and Innovation System Construction and Ms. Shangyan He, Chief, Division of International Cooperation at the Shanghai Municipal Science and Technology Commission for a briefing on June 16 from 14:00-16:00 pm at the AmCham Shanghai Infinitus Tower Office. Topics to be discussed include:

• Updates on Shanghai Science and Technology Innovation Center
• The implementation of "25 Measures of Science and Technology Reform"
• Policy for Foreign-Funded R&D Center
