(Chinese session) Shanghai Customs Briefing on Voluntary Disclosure Regime 上海海关政策宣讲专场活动：主动披露制度

In 2016, the China Customs released the revised version of the Customs Audit Regulations and introduced the self-discipline system and voluntary disclosure regime as an update to its audit system.

Under the regime, enterprises who voluntarily disclose their violations of customs regulations may enjoy a lenient administrative penalty as well as reduced or exempted late payment surcharges. Therefore, companies should establish a comprehensive internal review system enhance their self-discipline level to identify incompliance issues and risk areas in a timely manner and make improvements.

Shanghai Customs will brief members on this topic on September 26, Thursday from 9:00 – 11:00am at AmCham Shanghai Conference Center. Mr. Yu Bo from Shanghai Custom's Inspection Department will brief members on this important regime along with its implementation rules, and how member companies can benefit from this system.

2016年，国务院公布《国务院关于修改〈中华人民共和国海关稽查条例〉的决定》，自当年10月1日起施行。新修改的《海关稽查条例》中增加了关于"主动披露"的规定，受到广大进出口企业的关注。

主动披露是指企业在建立健全内控机制的基础上，对照海关监管要求，通过自我检查，主动将存在问题报告海关，海关对企业主动披露问题落实从宽处理政策的一种管理模式。这也是近年来海关与国际通行接轨的表现，促进国家诚信体系建设，推动贸易便利化的一项改革措施，推动企业自愿合规。

上海海关稽查处稽查科主任科员将于9月26日上午9:00-11:00莅临上海美国商会，为会员企业深入剖析主动披露制度，并介绍上海海关近期针对上海关区特点所推出的相关优化措施，以期进一步加深企业对该制度的理解并与企业代表交流互动，解答企业实际操作中的困难。
