2018 was a significant year for US companies operating in China with respect to tax developments. 2018 provided not only volumes of additional guidance related to the US tax reform but also some significant China tax developments (e.g., the IIT reform). 2019 is already shaping up to be an active year for tax policy developments in China, especially in light of some of the announcements made during and after the Two Sessions (lianghui) held in Beijing in early March. This Tax Committee event will provide an update on China tax developments that have occurred to date in 2019 that are relevant to US companies operating in China. A summary discussion of these updates will specifically address the following:


  • VAT changes/rate reductions
  • Additional guidance on IIT reform
  • Tax consolidation filing for foreign companies with multiple offices in China
  • Tax audit trends
  • 2019 forecast based on the Two Sessions

    Liang Gong

    Partner, China Tax Services at PwC

    Liang Gong is a tax partner in PwC China’s Shanghai office. He has 14 years experience in providing China tax and business advisory services for multinational companies and China domestic companies. Currently he is leading the tax controversy practice of PwC in central China.

    Before joining PwC, Liang had 7 years of working experience in Qingdao State Tax Bureau and gained first‐hand experience in Value‐added tax (“VAT”) refund, tax audit and tax administration issues. During that time, Liang was often called up by the State Administration of Taxation to join the taskforce of many nationwide tax audits. Further, Liang shared his experience and viewpoints via articles in several national and provincial journals.

    Liang has been dedicated to providing China tax and business advisory services for his clients, and he is experienced in tax controversy services. His major industrial focus include manufacturing, and FMCG etc. Over the years, Liang has achieved various successful outcomes for his clients on tax controversy cases in a wide range of corporate restructuring, VAT, Business Tax, export VAT refund, treaty benefits, tax audit defense and tax appeal cases.

    Liang’s capacity covers export refund, China tax and structure planning, tax negotiation, China indirect tax, tax internal control, foreign contractor advice, tax audit/investigation support, etc.

    Liang has an MBA from the University of Oxford as well as a Master Degree in Economics from Renmin University. Liang obtained his Bachelor of Economics with a major in Taxation from Xiamen University. He also holds his CTA qualification.

    Jennifer Wang is an associate director of PwC Shanghai. She has more than 15 years of experience assisting multi-national companies on strategic tax planning and tax dispute resolutions related to corporate restructuring, supply chain shift and crossborder transactions.

    Before moving back to China in year 2011, Jennifer worked in the US for 9 years and supported strategic international tax planning for a few well-known high-tech companies and financial institutions. After moving back to China, Jennifer has assisted MNCs, Chinese SOEs and POEs on China tax planning and tax dispute resolutions related to inbound and outbound M&A, corporate restructuring/termination, initial public offering and supply chain shift. Jennifer is also a frequent speaker in seminars organized by various government bureaus and business organizations.
