As China strives to become a leader in the development of artificial intelligence (AI), blockchain, and other emerging cyber technologies, government regulators have redoubled efforts to introduce regulations to manage and shape these industries. To provide member companies with a better understanding of not only how to comply with current regulations but also of what to expect in the future, AmCham Shanghai is pleased to announce a Cybersecurity Law workshop on the future of the cybersecurity legal landscape on Wednesday November 14 from 3:00 to 5:30 pm at the AmCham Shanghai Conference Center.


The workshop will feature presentations from Zhong Lun Law Firm Partner Ron Cai on AI regulations and Llinks Partner David Pan on blockchain regulations. Both presenters have spoken extensively on these topics and will share recommendations on how companies can manage compliance and risk issues. Following the presentations, there will be a panel discussion with Ernst & Young Risk Advisory Partner Gary Gu, Deloitte Risk Advisory Partner Steven Feng,and Control Risks Cybersecurity Partner Ben Wootliff to examine China's upcoming cybersecurity regulations.

    David Pan

    Partner at Llinks

    Dr. David Pan obtained his LL.M from Harvard Law School, and his Doctor of Jurisprudence from Shanghai Jiaotong University. Dr. Pan was admitted to practice law in 2002. He is also admitted in New York State, USA.

    Prior to joining Llinks, Dr. Pan practiced law in China and in the U.S. over 17 years. He accumulated an in-depth knowledge on Chinese and international business culture and legal systems. Dr. Pan has worked in two well-known Chinese law firms, and most recently worked for a Fortune 500 Company as its General Counsel for Greater China. In addition to his corporate services in mergers and acquisitions, joint ventures, technology licenses, he also specializes in various compliance matters including cybersecurity and data protection. The clients he represents come from a variety of industries including energy, auto, investment, chemical, pharmaceutical, medical, food, sports and entertainment, manufacturing, real estate, retail and consumer.

    Because of his thorough understanding of business operations, Dr. Pan also specializes in providing companies practical solution-oriented services in the regulatory compliance areas. He has advised well-known pharmaceutical, retail and manufacturing businesses in adopting, adapting and implementing anti-bribery and antitrust compliance programs in China, internal training, conducting internal investigations and dealing with external investigations, crisis management, and third party relationship management tactics.

    Ron Cai has more than 25 years of legal experience assisting clients in U.S.-China business projects. He handles international mergers and acquisitions, general business and corporate law for multinational companies in China, international business transactions, and dispute resolution. Mr. Cai also advises clients on contract law, employment and labor law, intellectual property rights, regulatory approvals, and corporate compliance auditing. He is familiar with a wide range of industries, including, e-commerce, high-tech, media and entertainment, retail and distribution, healthcare, renewable energy, transportation and heavy machinery industries, and infrastructure projects. He also represents Chinese companies in their business transactions and litigation in the U.S. Mr. Cai speaks and writes frequently on U.S.-Chinese business issues.

    Gary Gu is a partner at EY Risk Advisory team focusing on Cybersecurity. Hey has rich experience in Risk Management, Cyber Security, Internal Audit, and management experience in China’s internet finance sector. Gary served numerous local and multinational clients in digital risk management, security, data governance, and US SOX/C-SOX assurance and advisory services. Prior to EY, Gary was the Vice President of one of the leading internet finance groups in China. Gary also worked in internal audit and consulting fields in Canada for several years. He received his MBA and MA degrees in Economics from University of Victoria Canada, and BA degree in Finance from Nanjing University China.

    Partner, Risk Advisory at Deloitte

    Mr. Steven Feng is the Eastern Region Cybersecurity Leading Partner at Deloitte in the risk advisory department. He is also the leading partner of the Deloitte National Innovation Program and Greenhouse. His areas of expertise include cybersecurity assessment and implementation, data security and privacy consulting, China's cybersecurity law assessment and compliance, application integrity (for example, SAP GRC implementation), and IT risk management.

    Mr. Feng has more than 20 years of experience in cybersecurity and application security services, and more than 8 years in leading the innovation services in Deloitte. He has served clients encompassing multinational corporations, local Chinese private and state-owned enterprises, all of which cover a wide range of industries, including automotive, consumer business, life science and TMT.

    Steven graduated from Shanghai's Fudan University with a bachelor's in applied mathematics. He is an active member of the Information Systems Audit and Control Association (ISACA). Some of his professional qualifications include Chinese Institute of Certified Public Accountant (CICPA), Certified Information System Security Professional (CISSP), Certified Information System Auditor (CISA), Certified Internal Auditor (CIA), and BS7799 Lead Auditor.

    Ben Wootliff is head of Control Risks Cyber Security practice in Asia. In addition to managing cyber security projects for clients, and developing methodologies and product offerings, Ben leads the cyber security strategy for Control Risks in Asia.

    Prior to this Ben was the General Manager of Control Risks Hong Kong where he had oversight of a range of investigative, crisis and security management, and political risk projects. He has also managed corporate investigations teams in Europe and Asia, including managing the corporate investigations business in Greater China and North Asia.

    Prior to moving to Asia, Ben managed Control Risks’ corporate investigations financial services practice in London, which was responsible for the company’s relations with investment banks, private equity firms and asset managers. Ben’s opinions on cyber security, as well investment risks, corruption and compliance are regularly cited in the financial media.

    Before joining Control Risks he was a journalist specializing in business and finance. He has worked for numerous publications including Bloomberg News, Institutional Investor, Financial News, the Daily Telegraph and the Sunday Business. He has also been published in numerous other publications including the Sunday Times and Observer. He graduated from the University of Birmingham with a bachelor’s degree in modern history and political science.
