Jacqueline Campbell has worked at the CPSC for over 10 years as a recognized expert on textile flammability and the regulations under the Flammable Fabrics Act (FFA). As the Fire Program Manager, Jacqueline coordinates flammability-related projects at the agency. She authored several agency testing manuals: 16 C.F.R. Part 1610, Standard for the Flammability of Clothing Textiles, 16 C.F.R. Parts 1615 and 1616, Standards For the Flammability of Children’s Sleepwear, and Part 1633, Standard For the Flammability (Open Flame) of Mattresses Sets. Also, Jacqueline has had an integral role in agency efforts on testing and certification for regulated products including efforts to minimize testing burdens. From 2015 to 2017, Jacqueline served as a Senior Science and Policy Advisor to former CPSC Chairman Elliot Kaye. Prior to joining the CPSC, Jacqueline managed the Fiber Quality Evaluation Laboratory, a fiber-to-finished fabric characterization laboratory at the USDA Southern Regional Research Center. Jacqueline received a B.S. and M.S. in Textile Science from the University of Georgia.

Carrie Egan is the Vice President of Global Procurement Services at Pier 1 Imports, a leading specialty retailer of decorative home furnishings and furniture. She is a graduate of the University of Texas at Arlington with a degree in Accounting. She participated in the St. Louis University Product Safety management course in 2014. Carrie has held several positions in the finance, supply chain and compliance areas during her 16 year tenure with the company. Her current position includes responsibility for vendor relations and onboarding, social compliance, adherence to Customs Trade Partnership Against Terrorism (C-TPAT), trade operations and compliance (tariff classification and brokerage operations and compliance), product safety and regulatory compliance, quality assurance both at origin and at arrival at the distribution centers and management of the Company’s chargeback program. The department interacts with the merchandise department, buying agents, vendors and labs to establish testing protocols and establish expectations around product safety and performance. Pier 1 believes in and demonstrates a strong belief in product safety and was accepted into the Importer Self-Assessment Product Safety Program in 2012.

Kaleena Fenno is the Senior Manager of Product Integrity at Pier 1 Imports, Inc., a leading retailer and importer of home furnishings for more than 50 years. She has been in the product safety industry for more than 10 years, and has a Bachelor of Science degree from Texas Christian University. In her role, Mrs. Fenno oversees the company’s global product safety, compliance, and quality assurance operations, including product testing programs, quality inspection programs, product incident management programs, product reporting and recall programs, and vendor-onboarding. In addition, she manages the company’s relationships with third-party testing partners and works in collaboration with industry associations, certification bodies, regulators, vendors, and internal business partners on matters of product safety. Pier 1 Imports believes that product safety is essential in the operation of a responsible business and a vital part of earning customer trust, establishing brand loyalty, and maintaining market share, and was accepted by the U.S. Consumer Product Safety Commission into the Importer Self-Assessment Product Safety pilot program in 2012.

Alan P. Kaufman is a toy industry veteran with more than 35 years of experience addressing product safety, quality assurance, regulatory compliance and product testing issues for toy companies and retailers.

In May 2011, Mr. Kaufman joined the Toy Industry Association, Inc. (TIA) as Senior Vice President, Technical Affairs. In this position, he leads the continuing development and implementation of technical policies and strategies relating to toy safety, the environment, supply chain issues, factory processes and other related matters.

Mr. Kaufman previously served as Vice-President for Global Product Safety and Regulatory Affairs at Toys“R”Us, Inc. where he oversaw regulatory and government relations related to quality assurance, product safety and private label product evaluation and served as a key member of the company’s Global Product Safety Leadership Council. He also was Toys “R” Us’ primary liaison with government oversight agencies and standards development organizations.

Before joining Toys“R”Us, Mr. Kaufman spent more than a decade directing production, sourcing and technical services functions within The Walt Disney Company and its affiliated divisions. Earlier in his career, he held technical and production positions at a number of toy manufacturers, including Mattel, Knickerbocker and Coleco.

Mr. Kaufman is Immediate Past President and member of the Executive Committee of the Board of Directors of the International Consumer Product Health and Safety Organization (ICPHSO); he is also a member of the executive board of ASTM International Committee for Consumer Products F15, and is active on a number of its subcommittees responsible for toy and juvenile product safety standards. In addition, he was the nominated US expert for the current revision of ISO/IEC Guide 50 on Children’s Safety.

Mr. Kaufman received his bachelor’s degree in Biology from the University of California, Los Angeles. He is certified by the American Society for Quality as a quality engineer.

Paolo Lavaggi is working in Brussels, Belgium, at the European Commission's Directorate-General for Justice and Consumers. He works on legal issues regarding the safety of products, in particular he deals with the European Rapid alert system (RAPEX) which ensures circulation of information on dangerous products withdrawn or recalled from the market.

Previously he worked for the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs dealing with freedom of establishment and freedom to provide services across the EU. Before that he worked in the European Commission General Secretariat and in the Legal Service of the European Parliament dealing with the enforcement of EU legislation.

Mr Lavaggi is a fully qualified Lawyer and has a Master degree in EU Law, he started his professional career in the EU working for the Court of Justice of the European Union.

Li Liping serves as the Regional Consumer Product Safety Specialist in the Asia-Pacific Region for the United States Consumer Product Safety Commission (CPSC). Based in the U.S. Embassy in Beijing, her mission is to work with the Regional Consumer Product Safety Attaché to help ensure that consumer product manufacturers and government consumer product safety authorities get the latest and best information about CPSC requirements, encourage manufacturers to use globally recognized best manufacturing practices to ensure consumer product safety, and conduct global outreach and education activities about U.S. consumer product safety requirements.

A marketing communications and consumer product safety professional with over 20 years of service in multinational companies and U.S. Government including 7 years of service in DaimlerChrysler and 4 years of service in CPSC, Ms. Li brings extensive experience in Government Affairs, Product Safety, Corporate Communications and Marketing Communications which include global branding, joint-venture establishment, project management, product liability issue, etc.

Ms. Li was born in Beijing, PRC. She holds a master’s degree in Integrated Marketing Communication from Peking University and a bachelor’s degree in Economics Management from Beijing Institute of Tourism. She traveled extensively within China and outside of China including Europe, the United States and Asia.

Jürgen Vogelgesang is working in Brussels, Belgium, at the European Commission's Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs. He is working on all scientific-technical issues regarding the safety of toys, in particular chemicals, but also standardisation and including notifications to the European Rapid Alert System for Dangerous Products.

Previously he belonged to the Directorate General for Health and Consumers, working on risk assessment of consumer products in general as well as risk management of specific consumer products such as cigarette lighters, fire-"safe" cigarettes, chemical risk from seatings and shoes. Before that he worked in Directorate General Environment (chemicals legislation including REACH). This was preceded by work on research funding in the related Directorate General. All in all he accumulated more than 25 years of work experience with the European Commission.

Mr Vogelgesang is a food chemist by education and has a related PhD, he started his professional career in the market surveillance of food.

Steve Williams joined the U.S. Consumer Product Safety Commission in December 2014 to serve as an International Program Manager. In this role, he works as part of a team responsible for the Consumer Product Safety Commission's engagement with foreign governments and manufacturers, as well as with international organizations involved in consumer product safety.

Steve’s regional focus is China and cooperative partnerships. He works with product safety regulators in China in efforts to improve product safety throughout the supply chain. He also provides guidance on U.S. consumer product safety requirements to Chinese manufacturers and industry organizations.

Before joining the CPSC, Steve was a Deputy Director of the Trade Agreements program at the U.S. Department of Commerce, International Trade Administration. Steve participated in trade agreement negotiations, as well as outreach and training for the U.S. and international business community, particularly small businesses.
