About the Forum
The Nanjing International Women’s Leadership Forum (NIWLF) offers senior female executives in the international business community opportunities to connect with peers in the Nanjing community and broaden business experience across industries and cultures. NIWLF organizes regular events on a monthly basis organized by AmCham Shanghai Nanjing Center.

    Mr. Tan has been with Deloitte Shanghai Office for 18 years, including a one-year secondment to the HK office. Kurt has provided internal control and enterprise risk management related services to multi-national companies, joint ventures, and state owned big enterprises, and leading the risk management service for insurance industry.

    Mr. Tan has been invited by a number of authorities and companies to speak re: internal controls and risk management and China Risk Oriented Solvency System("C-ROSS") including Securities Association of China, Insurance Association of China, State Admin of Taxation (SAT), Jiangsu & Shanghai State Assets Supervisory & Administration Commission (SASAC), Shanghai CSRC, Shanghai Stock Exchange, SAT Shanghai and Jiangsu branch, Guangdong IIA etc. He is one of the core expert team to support the implementation of Shanghai Stock Exchange's Internal Control Guidance, and the implementation of Central State Owned Company Enterprise Total Risk Management Guidance ; He is one of the key members on behalf of Deloitte to attend CIRC's "C-ROSS" task forces, and one of the leaders of "C-ROSS" Liquidity Risk; He is also a guest professor of IAC to speak on "C-ROSS" to the industry. He is also one of the key writers to help SAT China to draft the Mega Enterprise Tax Risk Management Guidance; and the co-author of Turn the External Regulatory Pressure into Internal Developing Driver - Internal Control Practices in China, US, and Japan. and Internal Control Essence of Insurance Company.

    Rosemary has over 16 years of professional experience in tax and business advisory. She is a tax Partner of international tax service in Deloitte and she’s based in Nanjing.
    Rosemary has diverse experiences in serving multinational corporations, State-Owned Enterprises, listed companies and high potential local Large Enterprise Groups in Jiangsu and Anhui. Her experiences including buy-side tax due diligence, acquisition structuring and negotiation support, pre-IPO tax restructure, cross-boarder tax structure for outbound EPC projects and investments, as well as assisting the clients in planning and implementing the tax strategy as a part of the inbound and outbound investment business model optimization projects.
    Rosemary holds a BA from the law school of Nanjing University and she is a member of Chinese Institute of Certified Public Accountants (CICPA) and Certified Tax Agent in PRC.
    Rosemary is also the leadership Committee member of Amcham Nanjing Center.

    Jie Liang is a partner in the Cross Border Tax Services group of Deloitte Touche Tohmatsu Certified Public Accountants LLP based in Shanghai. Ms. Liang is the tax national leader for consumer industry and also heads up Deloitte's China eastern region learning programs and campus recruiting. Ms. Liang has over nineteen years of experience in various areas including structuring of cross-border transactions, global tax planning for multinational corporations, tax due diligence for mergers and acquisitions, and accounting for income taxes under U.S. and International accounting standards.

    Prior to joining Deloitte's Shanghai office in 2008, Ms. Liang worked in the U.S. corporate tax group of another Big 4 accounting firm in Toronto, Canada. She has served a wide range of multinational clients in manufacturing, consumer markets, energy, technology, telecommunications and financial services. Ms. Liang spoke regularly in Canada and U.S. on topics relating to international tax and accounting for income taxes at the Council for International Tax Education and Tax Executives Institute.

    Upon joining Deloitte, Ms. Liang has served a variety of clients in the manufacturing, advertising, renewable energy, retail and distribution, travel and leisure, and life science industries, specializing in supply-chain planning, international financing, accounting for income taxes, and U.S. corporate tax. Ms. Liang has assisted multinational corporations in all aspects of their operations in China, including initial set up, expansion and acquisition, representing clients in dealing with tax authorities, repatriation and deregistration. Working with the audit teams, Ms. Liang has provided pre-IPO tax services and performed review of tax provision for many Chinese companies’ IPOs in the U.S. stock market.
