Ms. Zhu is senior advisor of Deloitte China, focusing on providing comprehensive and insightful solutions of government affairs
advisory services to foreign enterprises that have investment in China or plan to enter China market.
Before joining Deloitte, Ms. Zhu worked with Chinese government for 32 years. She was engaged in foreign investment project
approval and supervision for 23 years thereof and accumulated abundant experience in this area.
Ms. Zhu served as executive deputy director of Commerce Committee of a provincial-level capital city. She was in charge of
promotion of investment environment, approval of foreign invested projects and enterprises' incorporation, and providing
government services to foreign invested companies. She has enriched experience in assisting foreign companies in site
selection, land acquisition, project approval, government support obtaining, and preferential policies application. She is
acquainted with government policies and administrative procedures, and holds a profound insight to success factors of foreign
investment projects.
Ms. Zhu also served as secretary-general of Government Major Foreign Investment Projects Promotion Leader Group for 7 years
which was directly under the lead of city mayor. She possesses rich experiences in solving problems that commonly incur in
foreign investment process. Her successful cases include providing effective solutions for more than 30 special foreign
investment projects, covering different aspects such as land acquisition, Articles of Association approval, plant construction,
special permits application, meeting arrangement between the senior management of the foreign investors and Chinese
municipal leaders, labor disputes, violation punishment, e.g., overdue fine for land transferring fees, and etc.
Ms. Zhu was in charge of investment approval of numerous projects, and also played a key role in helping the companies solve
government related problems during their operation. The enterprises she served include Yamaha, Yokohama Tire, Panasonic,
Itochu, Bayer, MSD, Novartis, Pfizer, Sanofi, Decathlon, B&Q, Auchan, Cisco, CapitaLand, Wharf Estate, Warburg Pincus, and

Cynthia Xu is senior manager of Deloitte China with 10+ years of professional experience, including government affairs advisory
services and public services.
She provides government affairs advisory services to domestic and foreign-invested enterprises in TMT, auto, real estate, life
science and health care industries. She advises clients in government incentives optimization and application, strategic
cooperation with government authorities, Regional Headquarter and R&D center application, licenses application, business
activities compliance review, etc. Cynthia’s representative clients includes Ercisson, J&J, Dentsu, Evonik, Valeo, Porsche,
CapitaLand, Walmart, Costco, etc.
Cynthia also provides public services to local governments. She specializes in investment environment evaluation, investment
promotion solutions, industry planning, training for local government and industry parks, etc. She successfully accomplished
15+ investment environment evaluation projects, 5+ government White Paper, 5+ projects on free-trade zones in Shanghai
/Tianjin/Fujian, 5+ projects on Shanghai technology and innovation center development, project on Shanghai international
financial center competitiveness, bidding project of site selection of BRICS bank, etc.
Cynthia is a member of lecturer group of Investment Promotion Agency of PRC Ministry of Commerce, and provides trainings on
investment promotion to local governments such as Tianjin city, Haining city and Tongxiang city, etc. Cynthia also delivered
lectures to MPACC in Fudan University and SUFE University.
Cynthia received the Bachelor of Accounting in School of Management in Fudan University. Cynthia is member of ACCA and

relocation, business mode evaluation, business activities compliance review, government affairs retainer service. She also serves
