In order to better support the foreign investment in China, the State Council released Circular 5​ and Circular 39​ this year with the goal of opening up its economy, better utilizing foreign investment and promoting foreign investment growth. At the local level, the Suzhou Municipal Government released an action plan this June includes 23 measures targeted toward: increasing the amount of foreign investment; creating a fair playing field for foreign enterprises; and incentivizing government officials to achieve foreign investment goals.
