    Maryna Gipsov is an Attorney-Advisor with the Copyright Team at the Office of Policy and International Affairs, U.S. Patent and Trademark Office (USPTO). In her current role, Maryna handles a wide spectrum of copyright policy matters both domestically and internationally. Prior to joining the Copyright Team, Maryna worked as a Trademark Examining Attorney for over four years. Prior to joining the USPTO, Maryna worked in various capacities in the intellectual property field, including at the Recording Industry Association of America, U.S. Copyright Office, Smithsonian Folkways Recordings, Center for Intellectual Property x Innovation Policy at Antonin Scalia Law School, and a boutique intellectual property law firm in Washington, D.C.

    Juli Schwartz is the U.S. intellectual property (IP) attaché in Shanghai, China. Before her appointment, she was associate general counsel for the Office of the U.S. Trade Representative (USTR), where she advised and represented the agency, its leadership, and the United States on many IP and trade matters, including those before the World Trade Organization. She served as the lead IP lawyer during the negotiation and implementation of the Phase One trade agreement between the United States and China. Most recently, she was the U.S. government staff lead for the Presidential review of the U.S. International Trade Commission’s determination in the section 337 dispute involving trade secrets used to make advanced batteries for electric vehicles.
    Prior to joining USTR, she was in private practice at the Washington, D.C., office of Morgan Lewis and at the customs and international trade law boutique, Stein Shostak, in Los Angeles. She also previously served on assignment at the Economic and Political Section of the U.S. Consulate General in Guangzhou, China. She began her career at the Shanghai representative commercial office of the State of Georgia’s Department of Economic Development, where she provided market entry and trade promotion services to Georgia companies.
    Ms. Schwartz received her J.D. from Rutgers Law School and was a member of the law review. She received an M.A. in East Asian Area Studies from the University of Southern California and a B.A. in philosophy from George Washington University.
    Ms. Schwartz has presented at a number of conferences and trade events over the years, on topics that include the protection and enforcement of IP, and is the author of several print and online publications. She is admitted to the bars of California, New Jersey, and the District of Columbia. She is proficient in Mandarin Chinese.

    Qian “Kelly” Sheng is an intellectual property outreach and research specialist on the China team at the Office of Policy and International Affairs (OPIA) of the United States Patent and Trademark Office (USPTO). She joined the USPTO’s China Team in March 2016 and has been overseeing the team’s outreach and training programs ever since, serving as a coordinator of all resources, with other responsibilities such as conducting research and drafting memos on China-related IP issues.

    Ms. Sheng is an attorney admitted to practice law in the State of New York and the United States Supreme Court. Prior to joining the USPTO, she had nine years of intellectual property-related litigation experience before the United States International Trade Commission (“ITC”), focusing on Section 337 investigation practice. She is particularly experienced in working with Chinese counsel and Chinese clients, helping them familiarize themselves with Section 337 procedure and ITC trial practice including conducting depositions. Ms. Sheng was involved in several high-profile Section 337 cases involving trade secret issues.

    Most recently, Ms. Sheng did a detail at the Office of the United States Trade Representative from Nov. 2021 to Nov. 2022, monitoring China’s implementation of the US-China Economic and Trade Agreement.

    Ms. Sheng received her LLM from George Washington University Law School, a Master of International Economic Law from Tsinghua University Law School, China, and a Bachelor of Law from Beijing University Law School, China.

    Paolo Trevisan is an attorney in the Office of Policy and International Affairs at the United States Patent and Trademark Office. He specializes in patent law, trade secrets, and technology transfer issues. Mr. Trevisan has represented the USPTO at meetings of various international organizations and in bilateral meetings with many countries in Europe, Asia, and the Middle East. He also lectures on various topics related to intellectual property.

    Before joining the USPTO, Mr. Trevisan was a patent attorney in private practice. During that time, he counseled clients in patent prosecution, management of IP portfolios, and protecting their patent rights. He drafted numerous infringement and freedom to operate opinions and licensing agreements. Mr. Trevisan worked in the aerospace industry as an engineer and a pilot before attending law school.

    Mr. Trevisan obtained a Law degree from George Washington University and a Master's degree in Aerospace Engineering from the University of Virginia.

    Conrad Wong is a Senior Attorney with the China Team in the Office of Policy and International Affairs at the headquarters of the Patent and Trademark Office (PTO) in Alexandria, Virginia. He specializes in American and Chinese intellectual property law and enforcement matters, formulates and promotes U.S. intellectual property policy, and assists rights holders in registering and protecting their intellectual property assets.

    From 2007 to 2012 and again from 2019 to 2022, he was a resident in China, representing the PTO as the Intellectual Property Attaché with the United States Consulate General in Guangzhou. Concurrent with his present assignment to the China Team at PTO Alexandria, he continues to serve as the PTO Guangzhou Intellectual Property Attaché, supervising remotely the Guangzhou office’s activities and local staff. He is responsible for American intellectual property issues in southern China and the Special Administrative Regions of Hong Kong and Macao.

    He has 31 years of experience in intellectual property matters, representing the United States Government and the private sector. In 1993, he joined the PTO as a Trademark Examiner, became a Senior Attorney, and then joined the Office of Policy and International Affairs. Prior experience includes clerking for a Maryland state trial judge, and litigation practice in insurance-defense matters in Washington, D.C. He has served as a government relations representative for an automotive trade association.

    He is a graduate of The Johns Hopkins University and Georgetown University Law Center. Fluent in Cantonese, he is admitted to practice law in the District of Columbia and the State of Maryland.
