目前,中国第十五个五年规划的编制工作分为两个阶段:
• 相关《建议》已发布,明确了未来五年国家发展的总体方向、主要目标和重大战略任务;
• 《纲要》正在编制中,将把《建议》的指导方针和战略部署细化为具体的指标、任务、政策和重大工程,并预计将在 2026年3月全国人民代表大会审议通过后成为正式的指导性文件。
基于这一最新进展,本次会议将结合《建议》的内容、正在形成的政策趋势以及权威公开信息,解读未来五年对中国经济与产业发展的可能影响。Bruce将重点分析以下领域:

AmCham Shanghai is pleased to invite you to a special policy briefing led by Bruce Fu, Managing Director of APCO Beijing, providing forward-looking insights into the policy direction, priorities, and strategic themes of China's 15th Five-Year Plan (2026–2030).
The development of the 15th Five-Year Plan follows a two-stage process:
· The Recommendations have been released, outlining the overall direction, major goals, and strategic tasks for China's development over the next five years
· The Planning Outline is currently under drafting, and will translate the Recommendations into concrete targets, policy measures, key tasks, and major programs. The Outline will be expected to become a national planning guidance document in March 2026 after being reviewed and approved by the National People's Congress.
Based on these developments, this session will draw upon the Recommendations, emerging policy trends, and authoritative public information to analyze the potential implications for China's economic and industrial landscape over the next five years. Bruce will focus on several major themes, including:
· Pathways and opportunities for industrial upgrading and technological self-reliance
· Policy trends to expand domestic demand and boost consumption
