The AmCham Shanghai Technology and Innovation Committee invites you to our next bi-monthly US-China tech and innovation policy update on Thursday, August 15 from 9:00 a.m. to 10:00 a.m. on Zoom.


In this session, our guest speaker Ms. Shan GUO, Partner at Hutong Research will provide an update on Chinese technology and industrial policy, with a particular focus on the policy direction from the recently concluded Third Plenum. Additionally, our resident expert Michael Frank, Senior Fellow at the CSIS Wadhwani Center for AI and Advanced Technologies, will share his insights on the potential implications of recent developments in the U.S. election on AI and tech policy.


Erik Walenza, Chair of the AmCham Shanghai Tech & Innovation Committee, will facilitate the meeting.


The primary objective of these bi-monthly updates is to foster increased information exchange among individuals and member companies. This initiative gives participants a comprehensive understanding of the latest developments within the tech industry as we navigate numerous challenges in the year ahead.


Participants are strongly encouraged to share their perspectives and actively contribute to the discussion.

    Partner at Hutong Research

    Shan is a partner at Hutong Research, where she covers China's policymaking and the political-economic dynamics behind. Recently, Shan has been writing extensively about the green and tech industries as China's new engines for growth. Previously, Shan worked at Plenum, advising multinationals about China’s industrial policies and structural changes. Before Plenum, Shan worked for Rhodium Group, where she explained China‘s policymaking to foreign firms and investors, and Deloitte, advising clients on cross-border transactions. Shan has an MPA from Columbia University and a bachelor’s degree in accounting and finance from Hong Kong Polytechnic University.

    Senior Fellow at CSIS

    Michael is a Senior Fellow at the Wadhwani Center for AI and Advanced Technologies at the Center for Strategic and International Studies (CSIS) in Washington, DC. His research focuses on the international aspects of AI governance and regulation, and the trade, economic and geopolitical dynamics of AI. Michael previously worked as a public policy analyst with The Economist Intelligence Unit based in Hong Kong. At the Economist, he focused on technology and public policy, including themes such as the economic impact of emergent technologies (AI, 5G, IoT), international influence in tech-sector policymaking (tax, privacy, competition), and the US-China trade war and technological decoupling.
