To contain the impact of the COVID-19 outbreak in the past few months, Chinese authorities have been rolling out a series of policies to stimulate economic recovery. Meanwhile, Shanghai municipal government also launched an Action Plan for Accelerating Economic Recovery and Revitalization ("Shanghai Action Plan") on May 29, 2022, which proposes 50 new support measures to restart the economy after the prolonged COVID-19 lockdown. These measures are expected to reduce more than RMB300 billion of the burden for businesses in Shanghai in 2022.

    Liqun Gao is a Tax Partner based in Deloitte Shanghai. She is leading Deloitte's Indirect Tax Group in Eastern China.

    In the 22 years with Deloitte, Liqun has provided Chinese indirect tax advisory and compliance services to many MNC clients. Liqun's professional experience includes tax-aligned supply chain, VAT and Customs issues in processing trade, mitigation of export VAT refund costs, operating in special zones like free trade zones, export processing zones and bonded logistics parks.

    Since 2007, Liqun has been working as a domestic expert with the National People's Congress and the Ministry of Finance helping to draft the New VAT Law. She is recognized as an indirect tax expert in the 2012-2022 editions of the Guide to the World’s Leading Indirect Tax Advisers.
