AmCham Shanghai's Tax Committee invites you to join an offline presentation on the US Tax Policy Forecast for the 117th Congress on Wednesday,December 10 from 2:00 - 3:30 pm.


Background of the topic:

With the presidential election likely decided and the composition of the House of Representatives and Senate in the 117th Congress primarily determined, this presentation will take a closer look at the US tax policies that are likely to surface in the next two years. Implicitly on the ballot in the November 3rd election was the fate of President Trump's signature 2017 tax code overhaul, which, among other things, lowered the tax burden for many businesses as well as for individuals, trusts, and estates.


Joe Biden contends that the benefits of the 2017 tax reform are skewed to large corporations and more affluent individuals and has offered tax policy proposals aimed at addressing that perceived imbalance. Donald Trump, on the other hand, argues that the 2017 tax reform's temporary tax cuts were necessary to fuel economic growth and should be made permanent – and, in some cases, even expanded.


Our presenters will provide an overview of the tax policies of the presumed winner of the November 3rd election. The discussion will cover not only key business tax proposals but also proposals relevant to individual taxpayers.



There will be a Q&A panelist session during the session.

    Judy Xie is a Director of the International and M&A Tax Services team currently based in Shanghai. She has more than 12 years of experience in providing U.S. tax services to local and multinational clients in different industries. Judy worked in Deloitte Hong Kong office before joining the Shanghai office. Judy is a Certified Public Accountant licensed by the State of New Hampshire. She is a qualified member of the American Institute of Certified Public Accountants and an Associate of the Hong Kong Institute of Certified Public Accountants.

    Judy has extensive tax consulting experience in U.S. international taxation, international tax advisory, and planning for multi-national corporations, U.S. Dollar funds, multi-jurisdictional families, and high-net-worth individuals with U.S., PRC, and HK background. Her areas of focus include U.S. income taxation, gift, and estate taxation and planning, as well as multi-jurisdictional trust planning.
    Judy is also very familiar with tax issues related to foreign persons' investment in the U.S. and foreign persons doing business in the U.S. She has substantial tax compliance working experience such as U.S. corporate and partnership tax returns, passive foreign investment company analysis, and U.S. information return with respect to certain foreign partnerships and corporations.

    David has a specific background and experience in US federal taxation. He has spent a majority of his career advising clients on matters related to investing into the United States (e.g., from China) including on matters related to capital structure/financing, holding company/withholding tax, profit repatriation and exit. David advises US-parented clients in relation to their overseas operations to ensure due consideration is given to the US tax implications associated with non-US transactions. David has advised a number of real estate clients on structuring, holding, and exit considerations related to investments in US real property. Based in Shanghai since 2008, David has over 20 years of client-serving experience, including more than 17 years serving private equity and other clients in Europe and Asia on US tax matters. David also currently services as the chairperson of the American Chamber of Commerce (Shanghai) Tax Committee.
