Michael P. House is Managing Partner of Perkins Coie LLP's Beijing office and Co-Chair of the Firm's International Trade and Transactions practice group. Michael focuses his practice in international trade law, including export controls, trade disputes and trade agreements, with a particular emphasis on U.S.-China disputes. Michael advises and represents clients in all aspects of trade remedy investigations under U.S. antidumping, countervailing duty, and safeguard laws, as well as on licensing and export control matters arising under U.S. export controls and sanctions laws and regulations. He also advises clients on U.S. international trade policy and actions including free-trade agreements, trade negotiations and investigations of market access and import competition such as U.S. Section 301 and 232 investigations.
Michael regularly represents clients in matters before the U.S. Department of Commerce, U.S. International Trade Commission, U.S. Trade Representative, U.S. Department of State, U.S. Customs and Border Protection and other federal and local agencies. He has served as the lead litigation counsel in cases brought before the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit and the U.S. Supreme Court. Michael represents clients in a broad cross-section of industry sectors, including such major industries as semiconductors, steel, consumer electronics, paper, chemicals and textiles, and involving exports from a wide variety of countries including China, Korea, Spain, Japan, Malaysia, Ecuador, Canada, Italy, Germany, United Kingdom, Russia and the Philippines.
Michael has received numerous accolades and recognition for his work, including being named Lawyer of the Year by Best Lawyers for Trade and Finance Law, Beijing, 2020.
