Recent months have brought reports of increased regulatory scrutiny, including potential delays in customs clearances and other routine regulatory action, as well as concerns by business leaders about the safety and security of their employees in this new environment. During this period of increased policing activity it is paramount for business leaders to understand what is happening and how to take precautions in their professional and personal lives.


On August 14 from 12:00 to 1:15 pm AmCham Shanghai will host a security briefing by Control Risks experts, who will offer their perspectives on how AmCham members can better understand and manage their duty of care in this changing environment. The topics covered will be:

  • Enforcement aimed at illicit substances and "social ills"
  • Regulatory enforcement and inspection trends
  • Detentions, travel bans and other restrictions
  • Best practices for expats in China


The event will begin with a briefing by Control Risks Partner in the Crisis and Security Consulting Practice for the Greater China Region Sean Molloy followed by a Q&A with United States Deputy Regional Security Officer Special Agent Ian Norris.

    Sean Molloy

    Partner at Control Risks

    Sean Molloy is a Partner and sits in the Crisis and Security Consulting practice for the Greater China region, Control Risks. Having lived and worked in China for more than 20 years, he has extensive experience working with clients to develop strategic new business initiatives and key account networks in several industries.

    Sean helps clients plan, execute and manage strategic initiatives in complex and challenging environments, using the entire range of the Control Risks’ services portfolio, with a strong focus on risk assessment, crisis management and security response.
    Prior to joining Control Risks, Sean was managing director of a China-focused consulting firm providing market entry and government relations strategies in the energy and security service sectors. He also has executive and project management experience with LoJack Corporation, the Brookings Institution, the National Committee on US-China Relations and Sodexo.

    Sean holds master’s degrees in Chinese studies and Asia Pacific business studies from the University of Montana and the Fletcher School at Tufts University, respectively; he graduated from Whitman College with a degree in political science and a minor in Spanish. Sean serves as a board adviser to a number of firms in Asia and is a board member of the Mansfield Center for Pacific Affairs at the University of Montana.

    He speaks Mandarin Chinese, Spanish and limited French.

    Special Agent Ian Norris is from Beaufort, SC.

    Ian joined the Department of State as a Diplomatic Security (DS) Special Agent in 2008. During his tenure with the Department of State Ian has served at Consulate Guayaquil, Ecuador, Embassy Kabul, Afghanistan, and Embassy Khartoum, Sudan with temporary assignments in Guadalajara, Mexico and Baghdad, Iraq. Prior to DS, Ian was a U.S. Navy SEAL in the United States Navy. Ian has a Master’s Degree in International Business from the University of South Carolina and a BS in General Engineering from the United States Naval Academy.

    Ian is assigned to U.S. Consulate General Shanghai from August 2017-2020.
