China's R&D spending continues to grow year on year. Since 2009, the country has been the second in the world in R&D spending, behind only the United States. How to make the most of Shanghai's favorable R&D policy environment is critical know-how for American companies operating in China.


The workshop will focus be on general R&D trends, regulations, and incentives in Shanghai. The session will begin with a broad rundown of Shanghai R&D policies in Chinese by Sun Zhongfeng, Chief of the Strategic Planning Division at the Shanghai S&T Commission. Following this, Deloitte Innovation Department and Greenhouse Partner Steven Feng will give a presentation on trends in Shanghai's R&D ecosystem. Finally, Steven will join Dow R&D Director for Asia Pacific Dr. David H. Guo on a panel to discuss their China R&D labs.


This event is an AmCham Shanghai Government Policy Support (GPS) workshop. The GPS series brings together different voices to deep-dive into Chinese government policy and its effects on American companies in China. In 2019 the program is focused across three tracks: U.S.-China Relations; Supply Chains; and R&D and Innovation.     R&D Director, Asia Pacific of Dow

    Dr. Guo is leading the innovation strategy and deliveries to fuel the business growth for Dow Coating Materials in the region. He had advanced his experiences and expertise through various R&D leadership positions with Dow Chemical, including Dow Asia Pacific Customer Innovation Center, Dow Asia Pacific Core R&D, Dow Electrical and Telecommunication business R&D, and R&D/TS&D for Nippon Unicar Company (a Dow JV) based in Kawasaki, Japan.

    Prior to joining Dow, Dr. Guo worked for Rogers Corporation based in Connecticut, US, for ten years where he was responsible for developing new technologies and products for printed circuit board materials and adhesives for electronic applications.

    Dr. Guo received a Ph.D. degree in Chemical Engineering from Michigan Technological University in conjuncture with Michigan Molecular Institute (MMI) in 1996. Following his graduate studies, he also completed a post-doctoral assignment and later served as a technical staff member at MMI.

    He holds over 60 publications, presentations, patents and patents fillings.

    Steven Feng is Leading Partner of Deloitte Innovation Department and Greenhouse, Deloitte Enterprise Risk Management Services Partner. He has 20 years professional experience in risk management service and 7 years in Innovation system and mechanism establishment. Mr. Feng actively participated in linkage and coordination of Deloitte global innovation network. He led and established Deloitte China innovation culture, organization, process, platform, investment motivation mechanism, and launched the first Deloitte China Greenhouse in early 2017.

    Mr. Feng also actively participates in related research on information organized by the government and national institutions; in the meantime he holds the post of continuing education committee member of ISACA (Information Systems Audit and Control Association) in Shanghai, promoting the work of China's information system. He has also served a lot of clients in multiple fields including Automotive Industry, Retailing, Energy as well as Health.
