AmCham Shanghai's Legal Committee and Tax Committee invites you to join a presentation and panel discussion on Adapting Supply Chain Operations to the Current Environment on Tuesday, September 10 from 10:00-11:30 at the AmCham Shanghai Conference Room.


The escalating and prolonged trade dispute, currency exchange volatility, tensions in Hong Kong, and the already active landscape for the 2020 US elections have collectively caused manufacturing enterprises to rethink their supply chain on both a short- and long-term basis. What generally started as a debate within multinational companies as to how to best mitigate exposures related to these factors has now turned into actual shifts in supply chains across a variety of industries. With a movement of functions, risks, sourcing, and various other supply chain elements comes a host of legal and tax issues that require careful analysis and navigation. Join us for a discussion of issues to be considered when making changes to a supply chain as well as a panel discussion on how companies are coping with these changes in practice.

    Partner, International Tax and M&A at Deloitte

    David has a specific background and experience in US federal taxation. He has spent a majority of his career advising clients on matters related to investing into the United States (e.g., from China) including on matters related to capital structure/financing, holding company/withholding tax, profit repatriation and exit. David advises US-parented clients in relation to their overseas operations to ensure due consideration is given to the US tax implications associated with non-US transactions. David has advised a number of real estate clients on structuring, holding, and exit considerations related to investments in US real property. Based in Shanghai since 2008, David has over 20 years of client-serving experience, including more than 17 years serving private equity and other clients in Europe and Asia on US tax matters. David also currently services as the chairperson of the American Chamber of Commerce (Shanghai) Tax Committee.

    Prior to joining Deloitte, Roger had been serving in the Customs authorities for over 15 years, with rich experience in various departments. Roger is particularly well known for Customs clearance inspection and Customs audit. Roger worked on various significant operational reforms in Customs, e.g., Customs Reform of Classified Clearance, Shanghai Free Trade Zone reform and Voluntary Disclosure Program (VDP), etc..
    Since he joined Deloitte, Roger’s area of focus is on Customs/indirect tax optimized supply chains from various aspects such as customs valuation, classification and utilizing Free Trade Agreements for both imports and exports. A large part of Roger’s work is Customs defense where he has been involved in some of the most complicated negotiations and settlements with Customs across China.
    Roger frequently contributor to articles and publications to Bloomberg BNA, China Customs, China Forex, etc.

    Brinton Scott, managing partner in Winston & Strawn LLP’s Shanghai office, has worked in China for more than two decades. Before joining Winston, Brinton was the managing partner of the Shanghai office of a UK-based law firm, where he also headed the firm’s China practice.

    Brinton has extensive experience in advising Fortune 500 and large private multinational corporations in various matters including: investigations (fraud, corruption, and Foreign Corrupt Practices Act); foreign direct investment; mergers and acquisitions (including merger controls); reorganizations; joint ventures; construction (Greenfield); employment; intellectual property; and technology and licensing. He has advised clients across a broad array of industry sectors including: aerospace; automotive; chemical; construction; food and beverage; insurance; medical device; pharmaceutical; publishing; media and entertainment; real estate; and retail.

    Brinton was recently appointed Chairman of the Legal Committee of The American Chamber of Commerce in Shanghai. He is responsible for promoting the development of the PRC’s legal systems and addressing any legislation and regulatory changes that may affect trade, commerce, industry, finance, or services in Shanghai and the PRC.

    Some of Brinton’s additional activities include organizing and participating in public speaking engagements and in-house training seminars, as well as contributing to legal periodicals and other publications.
