AmCham Shanghai's Financial Services Committee (FSC) will host S&P Global for a superb in-person event/webinar on Sovereign Ratings.


"A Sovereign is a state that administers its own government and is not subject to or dependent on another sovereign for all or most prerogatives. In particular, one of the most important prerogatives of a sovereign, in our view, is the right to determine the currency it uses, as well as the political and fiscal frameworks in which it operates. Our sovereign ratings reflect our analysis of institutional and governance effectiveness, economic structure and growth prospects, external finances, and fiscal and monetary flexibility." (S&P Global)


Sovereign ratings influence capital flows. How geopolitical events, trade decoupling, rising interest rate cycles, etc. shape ratings and, thus, the ability of governments to attract financing will be at the heart of our discussion.


We will start with a presentation by S&P Global's Roberto Sifon-Arevalo, Managing Director, Global Head of Analytics and Research Sovereign & International Public Finance Ratings. In the follow-up Q&A session, he will be joined by Kim Eng Tan, Senior Director, Sovereign & International Public Finance Ratings.

    Roberto is Managing Director and Global Head of Analytics and Research for Sovereign and International Public Finance Ratings (IPF).

    In this role, he leads a team of senior specialists based in New York, London, Madrid, Stockholm, Mexico City, & Singapore that monitors ratings on sovereigns, sub sovereigns and multilateral and development financial institutions throughout the world. Prior to that, he was the head of the Sovereign and IPF ratings group for the Americas and the Caribbean managing the team’s
    analytical efforts in the region.

    Roberto’s work experience, before joining S&P in 2003 as
    a sovereign ratings analyst, includes several analytical
    positions at Banco Santander and Banco Sudameris in
    Argentina.

    He holds a degree in Business Administration from the
    Universidad de Belgrano, in Argentina, and a Master’s
    Degree in International Affairs, specializing in International
    Economic Policy, from Columbia University in New York.

    Senior Director, Sovereign and International Public Finance Ratings of S&P Global Ratings

    Eng Tan is a Senior Director for the Sovereign Ratings team in Asia-Pacific. Based in Singapore, he leads the sovereign team’s analytical and outreach activities in the region. He is S&P Global Ratings main spokesperson for sovereign ratings in Asia-Pacific. He is also a member of the global sovereign criteria committee that is responsible for methodology enhancements and evaluating methodology-related issues relevant to sovereign ratings.

    Before joining S&P Global Ratings, Kim Eng was an economist in the Monetary Authority of Singapore (MAS) and the Ministry of Trade and Industry. At the MAS, he was a money market manager responsible for implementing foreign exchange policy and money market operations as well as development of the Singapore government securities market.

    Kim Eng holds a Bachelor of Accountancy (Honors) from the Nanyang Technological University, Singapore, and a Master’s degree in Economics from the London School of Economics, UK.

    Cheng Ye is the country manager for Wells Fargo China . He is also the branch manager of Wells Fargo Bank Shanghai Branch, the managing branch in China. In his role, Cheng fosters collaboration between lines of business and product areas to drive client solutions that align with Wells Fargo’s strategic priorities and appetite. Cheng is accountable to the Shanghai and Beijing Branches’ regulators and oversees corporate governance of all Wells Fargo banking activities in the country, ensuring that they are consistent with the bank’s vision, values, policies, brand, and image.

    Cheng has more than 19 years of financial service experience in domestic and foreign banks. He joined Wells Fargo in 2007 to lead Wells Fargo’s trade business in China, transforming it into a industrial leader of financial institution, commodity, and corporate trade. As head of International Trade Services (ITS) China, Cheng also connected the U.S. with China to elevate the bank’s overall franchise value proposition in Asia Pacific. Before joining Wells Fargo, Cheng held a variety of positions at Bank of Nova Scotia, China Everbright Bank, and China Construction Bank, mainly focusing on trade finance, financial institution, and corporate lending.

    Cheng has been an active speaker and moderator on international conferences, including GTR trade conferences, ICC Academy events, and Trade Advisory Council conference.
