The 15-minute city model is a multicomplex urban design concept in which community residents can enjoy convenient, fast and comfortable community services within a 15-minute walk from their homes. Shanghai is the first city in China to promote the idea of the 15-minute community life circle (15-minute CLC) and has implemented pilot projects since 2019 with plans recently announced to develop 100 more CLCs over the next three years.


The 15-minute city concept is of great significance to the health of residents and the sustainable development of cities. The outbreak of Covid has highlighted the importance of a more complex community function. AmCham Shanghai's Real Estate, Design & Construction Committee will host a session on Wednesday, August 10, 10-11:30 am to discuss how 15-minute CLC in China will influence the future of urban planning and architecture design, and what the property industry should understand about this government-backed initiative.


Wang Lan, head of the Healthy City Lab and deputy dean, professor and doctoral advisor at the College of Architecture and Urban Planning, Tongji University and Todd Pilgreen, Managing Director of Gensler, will guide the audience through the concept of 15-minute CLC and share their views and practices. The meeting will be held both online and in person at the AmCham office.

    He is a passionate advocate for leveraging research and collaboration to spur entrepreneurial and creative thinking that builds trust with his team and clients alike. Todd has more than 27 years of experience and has directed the design and execution of projects in global markets with award-winning mixed-use and entertainment-based portfolio. Prior to Gensler, Todd acted as one of the design leaders for MOMA PS1 in New York, Kerry Center in Shenyang, and City of Dreams in Macau.

    At Gensler Todd was instrumental in growing the Mixed Use and Retail Center practice for Greater China, with projects like Fosun Taicang Retail Street, China Merchants Group Zhanjiang Development , and Shanghai’s heritage Wujiang Road Repositioning. He is a licensed Architect in the State of California, an Executive Committee member of the American Institute of Architects Shanghai Chapter, Shanghai Advisory Committee for Urban Land Institute, and a LEED AP BD+C

    Professor & Deputy Dean of College of Architecture and Urban Planning at Tongji University

    Professor Lan Wang is the founder and head of the Healthy City Lab and the Deputy Dean of College of Architecture and Urban Planning, Tongji University, Shanghai, China. Her research focuses on healthy city planning and design, urban development strategy and planning, methodology and technology for urban planning. She has published 110 papers in academic journals, 10 books and 19 book chapters in Chinese and English.

    Professor Lan Wang has presided 6 projects funded by National Natural Science Foundation of China (NSFC) and 1 subproject of Major Project of National Social Science Foundation of China, as well as more than 20 projects funded by World Bank and city governments of China. She has participated in the development of Health Impact Assessment (HIA) Tool for urban development and planning for the National Health Commission of China.

    Prof. Lan Wang serves as Deputy Director and Secretary-General of China Healthy City Committee (2018-present), Executive Director of the Asian Development Bank-Tongji Urban Knowledge Hub (2010-present) and Secretary General, National Steering Committee of Urban and Rural Planning Education in China (2010-2019). She is also invited as the member of International Steering Committee of British Healthy Cities Council and the key member of National Committee for Health Impact Assessment (HIA) of China. Her research and practice won National Excellence Urban Planning and Design Award, Shanghai Science and Technology Award and China Award for Science and Technology in Construction.
