In 2026, the trade environment now stands at a turning point where opportunities and challenges coexist. Following the US Supreme Court's ruling on the nature of IEEPA tariffs and US Customs and Border Protection's (CBP) official launch of the Consolidated Administrative and Entry Processing (CAPE) system on April 20, American-owned enterprises in China and Chinese exporters are now entering a "golden window" to reclaim substantial paid tariffs.

    Associate Principal – North Asia at Tradewin

    Cindy Chen, as the Associate Principal of Tradewin North Asia, is responsible for the overall management and leadership of North Asia operations.

    With over 25 years of practical experience in all aspects of logistics, supply chain, customs and trade matters, Cindy possesses an extensive knowledge base. Her invaluable advice assists companies in establishing an appropriate and sustainable supply chain strategy, which is critical in today’s complex and ever-changing business environments.

    Prior to joining Tradewin, Cindy worked at General Electric (GE) for 12 years. She held various positions including serving as the Asia Logistics Leader in GE Energy, and multiple roles in customs and trade compliance management at GE’s headquarters in China and Asia. Cindy has made significant achievements in customs and trade compliance, logistics, and supply chain management During her tenure in GE, she pioneered in trade compliance management in the worldwide, including the creation of a customs broker optimization mechanism and centralized management, digitalization of customs operations, integration of customs processes across Asia-Pacific countries, and the practical application of lean and Six Sigma principles in daily customs operations. These initiatives significantly elevated GE’s standing in customs and trade compliance practices in global. Prior to joining GE, Cindy worked at Emerson, where she was responsible for logistics operations across the Asia-Pacific region.

    In addition to her vast professional experience, Cindy also has a solid educational background. She holds a master degree of global EMBA from CEIBS, a bachelor degree of International Trade from ECUST, and PMP (Project Management Professional) certification from the Project Management Institute
