Early each year, the Chinese government hosts the annual meeting of the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC) - commonly known as the “Two Sessions” or Lianghui in Chinese. The NPC is largely a rubber stamp on the Chinese government’s policy agenda, but the two sessions do provide an opportunity for the government to announce policy changes. This year, a number of new policies were released that could have major impacts on businesses operating in China.

St. John Moore has extensive experience in China, leads Brunswick’s government policy analysis and has advised numerous companies on public affairs, issue management and M&A. Dr. Lu Jianzhong specializes in corporate affairs, strategic communications, crisis communications, business development, corporate social responsibility and sustainable business strategies. Before joining Brunswick, Yunsong spent ten years at Procter & Gamble leading government relations and public policy for Greater China. In this role, Yunsong was responsible for formulating and implementing public policy strategy and handling all communications with the Chinese government authorities and navigating the complex political and regulatory environment.

    St. John Moore

    Partner and Head of Beijing at Brunswick Group

    St. John provides counsel to Chinese and foreign companies on matters related to public affairs, crisis communications, issue management, cross-border mergers and acquisitions, and long-term corporate reputation management. He is a principal author and leads Brunswick’s government and policy analysis.

    St. John joined Brunswick in 2008 following seven years at APCO Worldwide where he advised foreign multinationals on investment, public affairs, government engagement, and corporate communications issues across China. He has been based in Beijing since 1999 and a resident of Hong Kong since the late 1970s.

    He is called on to advice on critical issue and crises impact companies operating in China—this includes high profile environmental incidents; multi-jurisdictional recalls; food and safety recalls; intellectual property litigation; bankruptcy and criminal investigations; class action cross-border lawsuits; and corporate espionage matters.

    Dr. Lu Jianzhong specializes in corporate affairs, strategic communications, crisis communications, business development, corporate social responsibility and sustainable business strategies.

    Before joining Brunswick in 2015, Dr. Lu was previously Group Executive Vice President (China) of RGE, an international resource development company, as well as Chairman of the Board of its downstream pulp and paper subsidiary, Asia Symbol (Shandong) Ltd. Prior to RGE, he was Acting President of BHP Billiton (China) and before that BHP Vice President of Corporate Affairs in charge of corporate affairs strategy and sustainable business leadership in China. He was also responsible for BHP’s Mainland China uranium business.

    He has served as a project consultant to the United Nations and UNCTAD trade efficiency program and is the founder of the CSR Thought Laboratory in Shanghai dedicated to leading CSR and Sustainable Business practices. Dr. Lu is also a guest professor at Tianjing Nan Kai University and has served multiple noteworthy institutions in roles focused on sustainable business strategies.

    Yunsong joined Brunswick from Procter & Gamble where she spent ten years leading government relations and public policy for Greater China. In this role Yunsong was responsible for formulating and implementing P&G’s public policy strategy and handling all communications with the Chinese government authorities and navigating the complex political and regulatory environment for a major global business operating in China.

    Yunsong’s corporate experience includes time spent in a variety of different business functions, such as sales, marketing, corporate communications and government relations. She has held positions with Chinese state owned enterprises, Chinese private companies, and leading foreign companies operating in China, including AOL-Legend (Lenovo), China Unicom, Cisco, and Siemens Mobile Communication.

    Amongst her experience with leading Chinese and non-Chinese corporates, Yunsong has also spent time advising clients on regulatory and policy matters arising from doing business in China, including China market entry strategy and crisis management, during her time at APCO Worldwide. During this period she focused on client issues in the IT, telecom and technology industries.

    Yunsong graduated from Tsinghua and holds an MBA from Warwick Business School in the United Kingdom.
