After more than a year of negotiations, the U.S. and China signed a phase-one trade deal on January 15 in which China pledged significant purchases of American agricultural products, improved intellectual property rights protection and an end to forced technology transfer. Nine days later Chinese authorities announced a quarantine in Wuhan over COVID-19. What followed were a series of progressively severe domestic and international travel restrictions designed to limit the spread of the virus.
While news of COVID-19 has dominated headlines, less attention has been paid to how the virus will impact the implementation of the phase-one trade deal, which took effect on February 14.
