In early 2019, the fatal chemical plant explosion in Jiangsu drew particular attention of all of China to production and workplace safety. In November 2019, the State Council's Work Safety Committee announced a three-month nationwide campaign to improve work safety in key industries such as hazardous chemicals, underlining increased importance of the topic.

As the Chinese government becomes more focused on work-safety issues, companies should develop strong work-safety plans and risk-monitoring and assessment abilities. Our speaker Mr. Zhou from the Research Center under the Shanghai Municipal Emergency Management Bureau will brief members on regulations including the Emergency Regulations for Production Safety Accidents and the Administrative Measures on Contingency Plans for Emergencies. Mr. Lin from the Shanghai Municipal Health Commission will provide members with an introduction of the occupational health work in his department along with the policy trend, priorities and outlook. Dr. Zhang, from the Institute of Industrial Safety and Explosion Protection and Shanghai Institute of Technology will introduce the risk control technology of industrial combustion and explosion (e.g., identifying the risk of explosive dust, hazardous chemicals and risky chemical reactions.

2019年，自"321"江苏响水化工厂特大爆炸事故发生以来，基层安全生产风险治理中的"短板"问题凸显。各政府高度重视防控重大安全风险, 要求企业明确责任主体、着力建设专业化的基层安全生产监管人员队伍、做到监管部门之间互联互通，要求从业人员提高风险意识和风险辨识能力。2019年11月，国务院安委会宣布在全国范围内对危险化学品等重点行业领域开展为期三个月的全国安全生产集中整治。

作为公共管理部门的实践和研究焦点问题， 安全生产风险防控是企业应高度重视的议题。城市的发展亦离不开城市公共安全防御体系的强化，风险监测和应急处置能力的提升。
