In 2014, China adopted the World Customs Organization's (WCO) Authorized Economic Operator (AEO) classification system. Authorized AEOs, including Advanced Certified Enterprises and General Certified Enterprises, enjoy mutual recognition and preferential Customs treatment (for example, reduced port handling costs, insurance and logistic fees) from 36 countries/regions as of January 2019.

In November 2018, the General Administration of Customs (GAC) announced the Regulations for Enterprises' Customs Credit Rating (《海关总署公告2018年第177号（关于公布《海关认证企业标准》的公告）, denoting the four classificationsrules and grading systems for companies, including internal control, financial status, compliance standards, trade security. In March 2019, the GAC released the new supporting standards, the Financial Status Indicators for Enterprise Classification Measures (《海关认证企业标准》财务状况类指标认定标准), which specifies more detailed standards for companies' accounting authorization.

AmCham Shanghai's Trade Facilitation Taskforce (TFT) is pleased to present briefings by Mr. Zhu from Shanghai Customs' Enterprise on May 30, Thursday from 9:00 – 11:00am at AmCham Shanghai Conference Center. 2018年海关总署发布《中华人民共和国海关企业信用管理办法》（海关总署令第237号）配套执行的《海关认证企业标准》（含通用标准和进出口货物收发货人、报关企业、外贸综合服务企业单项标准），自2019年1月1日起施行。文件具体说民了认证标准的分类，认证企业标准分为高级认证企业标准和一般认证企业标准，每类标准均包括通用认证标准和根据企业经营类别不同而制定的单项认证标准以及认证标准的赋分规则，具体包括内部控制、财务状况、守法规范、贸易安全4大类标准。今年3月，海关总署在此基础上发布了关于公布《海关认证企业标准》财务状况类指标认定标准的公告，进一步明晰企业认真标准，完善海关企业信用管理体系。

上海海关企业管理处副科长将于5月30日上午9:00-11:00莅临上海美国商会，为会员企业进一步介绍《管理办法》以及其他重要配套文件中的具体政策，进一步加深企业对AEO认证政策的理解并与企业代表交流互动，解答企业实际操作中的困难。
