AmCham Shanghai invites you to join our business delegation to Harbin, Heilongjiang Province on August 18 and 19 (Thursday-Friday), to attend the 2022 Heilongjiang Development Convention.

上海美国商会诚邀您参加将于8月18日-19日（周四-周五）在黑龙江省哈尔滨市举办的2022中国（黑龙江）经济发展峰会。

This is a two-day business convention focusing on the South-North cooperation in China and technology innovation. Attendees will be meeting with leaders from People's Government of Heilongjiang Province, Department of Foreign Investment Administration of the Ministry of Commerce, and Investment Promotion Agency of the Ministry of Commerce. This is a great opportunity to have face-to-face communication with the highest-level officials from Heilongjiang to build strong ties, get first-hand information on policy changes and investment outlook.

本活动是一场为期两天的促进中国南北地区协同发展与高科技创新的跨国企业大会。参与者将有机会与黑龙江省政府、商务部外资司和商务部投资促进事务局的领导会面并进行面对面交流，与黑龙江省建立深度联系，并获得最新的政策动向与投资信息。

This convention aims to promote cooperation and complementary advantages between the Northeast region and the Yangtze River Delta, drive coordinated development of Northeast China and overseas industries, to help the Northeast region to revitalize old industrial bases, undertake industrial transfer, and promote the transformation and upgrading of traditional industries.

本次大会旨在促进东北地区与长三角的交流对接与优势互补，通过推进南北区域性协作带动东北地区与境外产业协同发展，振兴老工业基地，承接产业转移，推动传统产业转型升级。

Notice：

• Meals, hotel and local transportation are covered by the organizer. Round trip transportation will be covered by attendees.
• This event only opens to MNCs management personnel (Director & above), and is limited to one representative per company. All registrations will have to wait to be approved by the Heilongjiang government, and a confirmation email will be sent out by AmCham after final approval
• According to the Heilongjiang Province epidemic prevention and control regulations: 1) all attendees should have a negative nucleic acid test result within 48 hours before arriving in Harbin, and complete another nucleic acid test within 24 hours after entering Harbin. All personnel will enter the venue with a 48h negative COVID test result and a green health code; 2) there will be an onsite nucleic acid testing spot at the hotel; 3) participants who meet the requirements for COVID vaccination should complete the whole course vaccine 14 days before the meeting; 4) personnel who are not allowed to attend the convention: confirmed cases, suspected cases, asymptomatic infections, first and second degree close contacts of COVID cases; those who are in the 14-day centralized medical observation period, 7-day home isolation and 7-day self-health monitoring period after entering China; those who have been to any mid or high COVID risk regions 14 days before the convention

• 本活动仅对跨国企业中高层管理人员开放（Director及以上级别），每家公司限一名代表参会。报名均需通过政府审核，审核通过后您将收到一封美商会发出的最终确认邮件
• 根据黑龙江省疫情防控工作规定：1）参会者须持有到达哈尔滨前48小时内的核酸检测阴性证明，且入哈后24小时内再完成1次核酸检测，所有人员持48小时内新冠病毒核酸检测阴性结果及查验健康码为绿码入场；2）大会组委会将于本次会议期间在入住酒店设置核酸检测点，为全体参会嘉宾提供核酸检测服务；3）符合接种条件的国内参会人员在会前14天应完成新冠疫苗全程接种；4）以下人员不得参会：新冠肺炎确诊病例、疑似病例、无症状感染者、密切接触者和密接的密接；入境后处于14天集中医学观察期、7天居家隔离和7天自我健康监测期内的人员；14天内有国内中高风险地区或所在行政区（县、县级市）旅居史的人员（视情可升级为所在地级市（盟、州、直辖市、副省级城市的区）旅居史的人员）
