AmCham Shanghai will hold the China Outbound Investment Forum and Exhibition on Tuesday, November 13 at the Shanghai Marriott Hotel City Centre to offer insights on recent developments relating to US-China foreign direct investments (FDI) and to provide an outlook of the future climate for China outbound investments.


上海美国商会将于2018年11月13日在上海雅居乐万豪酒店举办中国境外投资峰会&展会,旨在解析近期中美两大经济体之间直接投资流动的趋势,并对日后中国境外投资前景做出展望。


According to the Rhodium Group's report "Two-Way Street: 2018 Update" on US-China direct investment trends, China's FDI to the U.S. has experienced a steep decline since it reached the peak of $43.4 billion in 2016. The major reason is that both sides have tightened up policies regarding foreign investments. China's central government has tightened control over outbound investments and leveraged private investors, while the U.S. Government has increased investment screening by the Committee of Foreign Investment in the United States (CFIUS).


根据荣鼎集团(Rhodium Group)发布的《双行道—中美双边直接投资趋势(2018年更新)》报告中指出,中国对美的直接投资自2016年达到434亿美元的峰值之后经历了急剧下降。下降的主要原因是中美双方都收紧了各自对外投资的政策。一方面,中国政府针对境外投资和举债经营收购者加强了相关调控;另一方面,美国外资投资委员会(CFIUS)也加强了对投资的审查力度。


Investment trends are indicative of the overall policy environment. Due to strong governmental support, China's FDI to the U.S. in high-tech and transportation sectors are increasing against the backdrop of declining investments in real estate, entertainment, and consumer products and services. Nonetheless, these sectors are not entirely immune from the impact of CFIUS screening. As a result, growth has not been substantial.


投资趋势也充分体现了整体的政策环境。基于中国政府的大力支持,在房地产,娱乐,消费品和服务行业等领域的对美境外投资下降的同时,对高科技和交通运输等领域的投资正逐步攀升。然而,这些领域也无法完全免受美国外资投资委员会(CFIUS)的审查,因此这些领域的对美境外投资涨幅并不十分显著。


This Forum intends to: 1) encourage and support Chinese investment in the U.S.; 2) discuss opportunities and challenges of Chinese investment in the U.S. under current US-China trade relationship. 3) provide investment regulation updates.

    Kenneth Jarrett has been President of the American Chamber of Commerce in Shanghai since September 2013. Prior to that he was the Greater China Chairman for APCO Worldwide, a Washington-based public affairs consultancy from 2008 to 2013, and before that a U.S. diplomat from 1982 to 2008. During his 26-year diplomatic career, his postings included Consul General in Shanghai, Deputy Consul General in Hong Kong, and Director of Asian Affairs at the White House National Security Council. He also served in Beijing, Chengdu, Singapore, and had several assignments in Washington, DC. Mr. Jarrett has degrees from Cornell University, Yale University and the National War College.

    Mr Fu has extensive experience in banking management and has a broad international perspective. Mr Fu has over 16 years of experience in corss-border financing, credit risk management, emerging market areas of outstanding achievements, as well as in China’s overseas M&A financing, cash management, strategic planning, business banking, and international trade financing.
    Mr Fu is currently leading the Cross Border Banking business in East West Bank China. East West Bank’s cross-border banking business provide bridge banking service to China company who is investing in US and provide global banking solution to Chinese company in both China and US. Before joining East West Bank, Mr Fu was the General Manager of the Corporate Banking Division of Wells Fargo China. Before joining Wells Fargo, Mr Fu worked for Citibank China and Citibank Singapore for nearly a decade, serving corporate banking clients ranging from foreign-invested enterprises, large state-owned enterprises and private firms.
    Mr Fu has a bachelor’s degree in Finance from Shanghai Jiao Tong University. He has also earned his MBA from Fudan university.

    Warren has over 25 years of U.S. and international accounting and auditing experience, including more than 13 years on location in China. From 2017 Warren is Grant Thornton LLP’s resident partner in China, where he is a technical resource for teams performing external financial statement audits in China. Warren previously led audits for both public and private clients in Detroit and Philadelphia, and was part of Grant Thornton’s National Professional Standards Group. He also led the China Business Group in the U.S. Central region. In that role, he assisted U.S. companies investing and operating in China and Chinese companies entering U.S. markets.

    From 1996 to 2008, Warren was based in Shanghai and Beijing, where he led audits of and managed client relationships across Asia Pacific based subsidiaries of some of the world’s largest companies, including those with operations in China, Korea, Thailand, India, and Australia.

    His broad experience includes auditing financial statements prepared in accordance with U.S. GAAP, IFRS, and Chinese accounting standards, as well as involvement with internal control projects and due diligence reviews.

    Ms. Huimin Jenny Zhan, CFA, is the President of Good Hope USA Consulting Services, Inc. The Delaware corporation, is an affiliate of CreditEase, a China based FinTech conglomerate. She is also President, Portfolio Manager and Managing Director of CE-GH Fund Management, LLC.

    Before starting Good Hope USA and specializing in investor programs for global residence and citizenship, she was the Chief Strategy Officer at Ambow Education Holding Ltd. and has served as a senior consultant to a number of multi-national financial organizations in Asia since 2011. Prior to shifting her career focus to China, Ms. Zhan was a Portfolio Manager and Managing Director of GMO LLC from 2002 to 2011, a Boston global investment firm with expertise in managing multi-asset class strategies. At GMO, she was responsible for Greater China equity research and Emerging Market portfolio management. Prior to joining GMO, she held various software engineering and product management positions for several financial companies in the United States. Ms. Zhan earned her M.S. in Chemical Engineering from the University of Maryland.
