    He had worked in the Research Department of the Environmental and Resources Protection Committee of the National People’s Congress as senior staff. And served for LanLing County, Shandong Province while as subprefect and as a Deputy director worked for Resource Saving and Environment Protection Department of the National Development and Reform Commission. He is devoted to formulating and organizing the implementation of policies in the field of environmental resources, such as legislation, circular economy and ecological civilization.

    He also participated in the revision of the "Water Pollution Prevention Law", "Solid Waste Pollution Prevention Law", and "Circular Economy Promotion Law". He participated in drafting the "12th Five-Year" and "13th Five-Year" National Economic and Social Development Plan, Strategic Emerging Industry Development Plan, drafted "Circular Economy Development Strategy and Immediate Plan of Action" and "Circular Development Leading Action" and also carried out ‘’Producer Responsibility System Implementation Plan’’ and printed by the state council.

    He organized the "Ten Hundred Thousand" demonstration operation of the national recycling economy and took charge of promoting the development of resource recycling industries, formulating remanufacturing. He has managed central budgetary allocations for many years, national special construction funds investment projects in the field of green development. He participated in the establishment of a special fund for national circular economy and implemented it in a practical manner. He is familiar with the national law in the field of ecological civilization, green environmental protection policy and industry development.

    He is currently responsible for the only official platform for Tsinghua University Technological Innovation and Industrial Transformation in the environmental field. He is engaged in research and development of green technologies, incubation and industrial investment of green innovative enterprises, comprehensive program design of environmental governance and policy research in the field of ecological civilization.

    Helen Yang oversees the Research Center is for China environmental legislation influence, risk assessment, crisis communications and best practice implication, which based on the strategic corporation between Tsinghua and its partners.
    With a career spanning over 25 years working with the global 500 companies and industry-leading organizations in China, her extended experiences cover corporate communications, crisis management, CSR, government affairs and training. Industries covering energy & manufacturing, retail & travel, IOT/IT,logistics, financial service and education.
    Prior to joining H+K Strategies, Helen served served several senior positions as Vice President & Director of Communications at Sateri, Trane Commercial, Metro Cash & Carry, IHG, Wal-Mart, Carrefour, MC Packaging. Additionally, she also worked with a multitude of clients, which included Shangri-La, Bank of Communications, Reckitt Benckiser, China Hotel & Tourism Association, Far East Horizon, Prologis China, JSWB, AustCham, AmCham, British Chamber of Commerce, Shanghai Municipal Government, China Chain Operation & Franchise Association, TUV SUD, Evonik, GroupM, Lawson, Continental, Mary Kay, and Tsinghua Entrepreneur & Executive Club.
    Helen holds a double Diploma of MBA from the Reims Management School, France and the Dublin City University Ireland. As a seasoned trainer and trusted advisor on crisis management, she recently published her first book, the Crisis Management New Thinking – Cause & Effect in 2016.
    She is also an active guest speaker for Tsinghua Environmental Forum, China Franchise Forum, Asia Public Affairs Forum, China Hotel Development Seminar, China CSR Conference and China Crisis Management Conference, she is also an active member of the Chinese, American and British business communities

    His research is mainly focused on the following field: (1) Emergency response for drinking water treatment plants to fight against chemical spills, (2) Optimization of disinfection process and disinfection by-products control; (3) Water quality problem in distribution system and control.

    He devoted himself into several severe emergency response practices in China, including the Nitrobenzene spill accident in the Songhua River in 2005, the odorous water problem in the Taihu Lake, Wuxi city in 2007, the emergency response for environmental safety assessment and water supply in the Wenchuan Earthquake affected area in 2008, the Cadmium contamination accident in the Longjiang River in 2012 and the Cyanide spill in the explosion accident in Tianjin in 2015.

    He has directed five national projects as PI since 2007. Dr Chen has published over 60 peer-reviewed English papers in international journals, over 100 peer-reviewed Chinese papers and 4 books in Chinese. He also won 17 granted patents in China and guided 6 construction projects for water supply. He is a member of International Water Association and a member of American Chemistry Society. He has been selected as the strategic council member of IWA, the secretary of specialist group of disinfection of IWA, a management committee member of specialist group of aquatic off-flavor in IWA. He also contributed to several consulting tasks for the Ministry of House and Urban-Rural Construction, Ministry of Environmental Protection and Ministry of Science and Technology of China.
