张昕律师是北京大成（南京）律师事务所合伙人，从事法律工作8年，毕业于南京大学中德法学研究所，并取得德国哥廷根大学法学硕士(LL.M.)学位，具备德语专业八级水平，工作语言为中文、英文、德文。
张昕律师现担任南京市人大常委会法律助理、南京市人大常委会基层立法联络员、江苏省法学会案例法学研究会理事、南京欧美同学会会员、南京市律师协会跨境贸易法律专业委员会委员、跨境投资合作法律专业委员会委员、鼓楼区律师协会涉外专业委员会副主任。
张昕律师曾在德国律师事务所从事中国业务的顾问工作，现主要从事数据合规与资产化、公司治理、跨境贸易及商事争议解决等法律服务。张昕律师取得了中国网络安全审查技术与认证中心颁发的数据合规官证书（CCRC-DCO），并为外企在华业务担任GDPR数据合规官，并作为江苏省大数据交易和流通工程实验室专家委员，参编《数据要素资产化白皮书》等出版物。张昕律师所在数据团队获2024年第五届数字经济科技大会“年度最佳合规服务奖”，个人获评2024年度南京市律师协会优秀信息数据与人工智能领域专业律师。张昕律师在涉外领域也拥有丰富的业务经验，入选江苏省涉外律师人才库。

Zhang Xin currently serves as Legal Assistant to the Standing Committee of the Nanjing Municipal People’s Congress, Grassroots Legislation Liaison of the Nanjing Municipal People’s Congress, Council Member of the Case Law Research Council of the Jiangsu Provincial Law Society, Member of the Western Returned Scholars Association, Member of the Cross-Border Trade Law Committee and the Cross-Border Investment and Cooperation Law Committee of the Nanjing Lawyers Association, and Deputy Director of the Foreign-Related Committee of the Gulou District Lawyers Association.

Zhang Xin previously worked as a legal advisor for China-related matters at a German law firm. He currently focuses on legal services in data compliance and assetization, corporate governance, cross-border trade, and commercial dispute resolution. He holds the CCRC-DCO Certificate issued by the Cyberspace Administration of China, serves as a GDPR DPO for foreign enterprises operating in China, and participates as an expert committee member of the Jiangsu Provincial Big Data Transaction and Circulation Engineering Laboratory in drafting publications such as the Data Element Assetization White Paper.

Zhang Xin’s data compliance team was awarded the “Annual Best Compliance Service Award” at the 2024 5th Digital Economy Technology Conference. He was individually recognized as an “Outstanding Lawyer in Information, Data and AI” by the Nanjing Lawyers Association in 2024. He is also listed in the Jiangsu Provincial Foreign-Related Legal Talent Pool.
