Improving China's medical payment and reimbursement system is a key priority for the Chinese government. But in attempting to reform this sector, leaders have created a complex structure of payment schemes, including "pay by service," "pay by disease," and "pay by diagnosis." The medical reimbursement landscape is also characterized by a confusing web of insurance plans, including "basic medical", "commercial", and "critical illness" medical coverage. Understanding how these systems work and what China's priorities are in reshaping them is critical knowledge for companies operating in this sector.


To provide companies with a better understanding of this system and suggestions on how to navigate this market, AmCham Shanghai is holding a briefing on China's medical payment and reimbursement landscape from 3:00 to 5:30 PM on Wednesday, August 29 at the AmCham Shanghai's Conference Center. The session will feature a briefing on the current system by Wang Haiyin from the Shanghai Health Development Research Center, and an overview of China's strategic priorities and future plans in this field by L.E.K. experts, followed by a Q&A discussion.

    Haiyin Wang, Ph.D., director of HTA department, Shanghai Health Development Research Center, is mainly engaged in HTA and health policy research. In the past five years, he has participated in abolishing medicine mark-up and medical services price reform in Shanghai as a core membership, and his many research results have been directly translated into Shanghai reform policy documents. He has been responsible for and participated in more than 60 projects entrusted by National Health and Family Planning Commission, China Health Economics Association, Shanghai Development and Reform Commission, and Shanghai Health and Family Planning Commission. He got the third prize of 2012 China Medical Science and Technology Award, the first prize of China Health Economics Association bidding project in 2015 and 2016, the second prize of Shanghai Intelligence Association Achievements, and the third prize of China Hospital Association Hospital Innovation Science and Technology Award and so on. He also took part in writing 3 teaching materials such as "Twelfth Five-Year" planning material "Health Technology Assessment" of National Health and Family Planning Commission. He compiled "Hospital Health Technology Assessment" as main principal, published core journals and SCI academic articles more than 50 articles and finished more than 40 research reports. He also assumes a young editorial in China Health Quality Magazine and a reviewer in Chinese Health Resources.

    Stephen has 17 years as a strategy advisor working with L.E.K. Consulting in China and Europe. His focus is on the healthcare sector, and in particular the MedTech and healthcare services sectors.

    He has provided pragmatic advice on organic growth strategies as well as input to partnering and M&A situations. He is proud to have worked with some of the largest and most complex enterprises in the world, as well as trade bodies, non-profits, mid-caps and startups, and financial investors.

    Stephen’s perspectives on the healthcare industry in China have been seen / heard at MEDTEC and Healthcare Capital and Connections, as well as published in various journals including In Vivo, China Economic Review, Orthoknow and Healthcare Business International.

    Stephen joined L.E.K. in London in 2001 and has supported the growth of L.E.K.’s business in China since 2005. He holds a Masters in Manufacturing Engineering from the University of Cambridge.
